When I lived in Illinois, I lived in a very well run town called Swansea. We had an interesting way of paying for garbage pickup. We bought stickers and put them on the garbage cans. This way, we only paid for the garbage that was collected, and didn't pay if we didn't have garbage. They picked up the recycling for free, so the economic incentive was to recycle and not produce garbage.I agree, though. Garbage isn't even remotely a problem.
